Projekti iCEAR synon përmirësimin e politikave rajonale dhe lokale që nxisin ekonominë qarkore (EQ) në zonat rurale përmes mbështetjes së zinxhirëve të vlerave të bazuara në bio në zonat rurale. EQ ka potencialin për një zhvillim të qëndrueshëm dhe efikas të burimeve të zonave rurale. Aktualisht, EQ trajtohet në një numër politikash të ndryshme në shkallë rajonale dhe lokale që mbulojnë sektorë të ndryshëm dhe mbështesin një sërë aktivitetesh. Megjithatë, një qasje e integruar shpesh mungon nga pikëpamja territoriale. Objektivi i iCEAR është të përmirësojë ekosistemin ekonomik për zhvillimin e EQ në zonat rurale dhe të zhbllokojë potencialin e tij për zhvillimin rajonal. Projekti po e bën këtë duke u përqendruar në a) njohuri dhe informacion për EQ, b) rrjete dhe koordinim të aktiviteteve për EQ, c) qasje strategjike ndaj EQ, d) ndërhyrje inovative për EQ, e) krijimin e një kulture inovacioni dhe ndërgjegjësimi për potencialin dhe zbatimin e EQ.

Konsorciumi përbëhet nga 13 partnerë nga 9 vende. Midis tyre janë politikëbërës dhe institucione të zhvillimit rajonal që janë aktive në shkallë rajonale dhe lokale. Instrumentet e politikave bazohen në strategjitë ERDF, LEADER dhe strategjitë lokale të klimës. Diversiteti i instrumenteve të politikave dhe partnerëve lejon jo vetëm të mësohet nga politikëbërës të ngjashëm, por edhe të kuptohen më mirë politikat plotësuese. Si rezultat, 8 instrumente politikash do të përmirësohen bazuar në transferimin ndërrajonal të njohurive dhe përvojës. Për më tepër, instrumentet e politikave do të përcaktojnë më mirë lidhjet me politika të tjera për të përmirësuar mjedisin e përgjithshëm të politikave për ekonominë qarkore në zonat rurale. Duke zhvilluar më tej instrumentet ekzistuese të politikave dhe duke hartuar plane specifike të veprimit të integruara për QE për zonat rurale, iCEAR kontribuon në vlerësimin e potencialit të zonave rurale, duke krijuar vende pune cilësore dhe duke përmirësuar cilësinë e jetës dhe mjedisin.

The Regional Council Durres partner in the Interreg Europe iCEAR project – Integrated Circular Economy Action plans for Rural areas

The iCEAR project aims at improving regional and local policies fostering circular economy (CE) in rural areas through supporting bio-based value chains in rural areas. CE has the potential for a sustainable, resource efficient development of rural areas. Currently, CE is addressed in a number of different policies on a regional and local scale covering different sectors and supporting a variety of activities. Nevertheless, an integrated approach is often lacking from a territorial point of view. The objective of iCEAR is to improve the economic ecosystem for developing CE in rural areas and unlocking its potential for regional development. The project is doing so by focusing on a) knowledge and information for CE, b) networks and coordination of activities for CE, c) strategic approaches to CE, d) innovative interventions for CE, e) creating a culture of innovation and awareness for the potential and application of CE.

The consortium consists of 13 partners from 9 countries. Among them are policy makers and regional development institutions active on a regional and local scale. The policy instruments are based on ERDF, LEADER strategies, and local climate strategies. The diversity of policy instruments and partners allows not only to learn from similar policy makers but also to better understand complementary policies. As a result, 8 policy instruments will be improved based on interregional transfer of knowledge and experience. Furthermore, the policy instruments will better define linkages to other policies to improve the overall policy environment for circular economy in rural areas. By further developing existing policy instruments and drawing up specific integrated CE action plans for rural areas, iCEAR contributes to valorising the potential of rural areas, creating quality jobs and improving the quality of life and the environment.
