Qarku i Durrësit – Qasja administrative si instrument parandalues ndaj krimit të organizuar

Në ambientet e Universitetit “Aleksandër Moisiu”, Durrës, u prezantua policy paper-i me titull “Qasja administrative si mjet kundër krimit të organizuar: Rasti i Qarkut Durrës”, i hartuar nga Prof. Dr. Andon Kume, në bashkëpunim me Qendrën për Studimin e Demokracisë dhe Qeverisjes (CSDG), me mbështetjen e Bulgarian Development Aid.

Dokumenti analizon qasjen administrative si një instrument parandalues në luftën kundër krimit të organizuar, duke theksuar rëndësinë e mekanizmave institucionalë, mbikëqyrjes administrative dhe përgjegjshmërisë së institucioneve publike në nivel rajonal.

Bashkëpunimi ndërinstitucional dhe koordinimi në nivel rajonal

Gjatë diskutimit me përfaqësues nga Këshilli i Qarkut Durrës dhe pushteti vendor, u nënvizua nevoja për një koordinim të fortë ndërinstitucional dhe për një rol aktiv të administratës publike në parandalimin dhe adresimin e fenomeneve të krimit të organizuar.

Qarku i Durrësit u vlerësua si një territor me potencial të lartë për zbatimin e praktikave parandaluese në nivel rajonal, përfshirë edhe përfshirjen e Prefekturës së Qarkut Durrës, duke kontribuar në forcimin e qeverisjes së mirë dhe sundimit të ligjit.

Durrës Region – The Administrative Approach as a Preventive Instrument Against Organized Crime

At “Aleksandër Moisiu” University of Durrës, the policy paper entitled “The Administrative Approach as a Tool Against Organized Crime: The Case of the Durrës Region” was presented. The paper was authored by Prof. Dr. Andon Kume, in cooperation with the Center for the Study of Democracy and Governance (CSDG), with the support of Bulgarian Development Aid.

The policy paper examines the administrative approach as a preventive instrument in tackling organized crime, emphasizing the importance of institutional mechanisms, administrative oversight, and accountability within public administration at the regional level.

Inter-institutional cooperation and regional coordination

During the discussion with representatives of the Durrës Regional Council and local government authorities, the importance of strong inter-institutional coordination and the active role of public administration in preventing and addressing organized crime was highlighted.

The Durrës Region was assessed as a territory with significant potential for the implementation of preventive administrative practices at the regional level, including the involvement of the Prefecture of the Durrës Region, contributing to strengthened governance and the rule of law.
